Kinda "hadda, coulda, shoulda, woulda", though remember that policymaking and agenda implementation is chancy and sometimes a gamble, and the alternative under the circumstances is to sit and pray. Remember also dedicated, smart people, otherwise grasping at straws, were and are simlarly working to head off authoritarians, not just in Eastern Europe, and are probably dependent upon levels of analysis and principles, ideas and conduct in your administrative, diplomatic and academic efforts; not in sticking with status quo.
Yes they should. No one can rely on USA. USA is more perfidious than all its European predecessors. USA practices corporate colonialism, it extracts the wealth of its allies. The USA economy is just a ponzy scheme, USA a Trojan horse that offers investment but results in greater loss to those it pretends to help, ultimately it is a house of cards.
