In my opinion, our current sanctions regime is inadequate, especially since Russia continues to find ways to import militarily useful technology to support its war against Ukraine.
I would also note that today "The Biden administration imposed sanctions on the leading security services in Russia and Iran for what it said was a pattern of wrongfully detaining Americans in an effort to use them for political leverage." (gift article linked below)
Thanks to the Working Group for these papers, they are interesting reading. A practical and perhaps dull question is how do these papers get distributed to the people who need to see them? Is the Working Group responsible for reaching out to specific recipients, are there distribution channels, or something else?
Telling Qualcomm not to produce GLONASS-enabled chips is shooting yourself in a foot. A combination of GPS and GLONASS has better accuracy, especially in high latitudes. In addition, it creates opportunities for the Russian companies to design GLONASS-enabled chips, get funding for them from the Russian government and manufacture them domestically in Mikron@Zelenograd or together with their Chinese and Malaysian partners.
Informally -- Sir : I have not read the working papers nor am I actually familiar with the official outlines of the sanctions, but access to lending facilities such as IMF and World Bank should be abated in addition to other public and private lending sources and sources of currency of any type traded by Russian Federation. It should be unlawful to either lend or transfer currency or any of its equivalents to Russian Federation at this point. The news reports I have heard and read over differ on whether or not sanctions as already integrated are working, but certainly as well trading in the ruble should be suspended on the currency markets as well in addition to stopping trading in any commodities from or with destination to Russian Federation.
